消极对待“中印俄三边机制”是否预示印度倒向美国?

摘要:近年来,印度参与“中印俄三边机制”的热情显著降低,而对参与“美日澳印四方安全对话”(Quad)的积极性高涨,这明显不符合印度外交近年来出现的“多向结盟”特征,国际社会关于印度正全面“倒向美国”的讨论增多。是否恢复参与“中印俄三边机制”是检验印度坚持“战略自主”和“多向结盟”的重要指标。本文认为,印度的战略选择并非简单的“非此即彼”。消极对待“中印俄机制”是印度推行“多向结盟”或“议题式联盟”精细化外交的突出表现,是其在大国间寻求“左右逢源”以实现利益最大化的最新注脚。印度正力图在美俄之间、安全与发展之间、多边机制与双边联盟之间维持一种精密的动态平衡。其核心目标是在深化与西方安全合作的同时,竭力保留与俄罗斯的战略关系作为对冲和备选,从而最大化自身的战略自主性与全球议价能力。

Does a passive stance toward the “China-India-Russia trilateral mechanism” signify India’s pivoting toward the United States?

Abstract: In recent years, India has demonstrated notably diminished enthusiasm for participating in the China-India-Russia (CIR) trilateral mechanism, while showing increased proactiveness in the Quadrilateral Security Dialogue (Quad) with the Unit-ed States, Japan, and Australia. This apparent divergence seems inconsistent with the emerging feature of“ multi-alignment” in India’s recent foreign policy, leading to growing international discourse on whether India is comprehensively“ pivoting toward the United States.” Whether India resumes active participation in the CIR mechanism serves as a crucial indicator for assessing its adherence to“ strategic autonomy” and“ multi-alignment.”This paper argues that India’s strategic choice does not rep-resent a simplistic binary shift. Its passive posture toward the CIR mechanism is a distinct manifestation of its refined foreign policy practice characterized by“ multi-alignment” or“ issue-based coalitions.” It exemplifies India’s latest effort to“ hedge its bets” among major powers to maximize its national interests. India is striving to maintain a delicate and dynamic equilibrium between the United States and Russia, between security imperatives and developmental needs, and between multilateral frame-works and bilateral alliances. Its core objective lies in deepening security cooperation with the West while endeavoring to pre-serve strategic ties with Russia as a hedge and alternative, thereby maximizing its own strategic autonomy and global bargaining power.
